The topic of this committee is protecting refugee children. As clearly defined in the Convention and Protocol Relating to the Refugees (1951, 1967) and here paraphrased, being a refugee refers to the state of being outside of the country of one’s nationality and is unable, or unwilling, to return to that country or to receive its protection. Being a refugee alone is troublesome enough, let alone being a refugee child. It is not hard to imagine how many challenges the state of being frequently on unprotected and turbulent moves would bring to refugee children in every aspect of life. Thus, this topic is specially selected by the UNHCR as one of the designated topics of the UNHCR Model United Nations Conference Challenge. The Dais hopes all delegates could dive into this topic with a holistic and humanistic approach, and raise their solutions based on concrete research and critical thinking.

Established in 1945 under the Charter of the United Nations, the General Assembly occupies a central position as the chief deliberative, policy-making, and representative organ of the United Nations (UN). Comprised of all 193 Member States of the UN, it provides a unique forum for multilateral discussions of the full spectrum of international issues covered by the Charter. It also plays a significant role in the process of standard-setting and the codification of international law. The General Assembly is composed of six Main Committees, which share similar arrangements in structure, governance, membership, functions, and powers, while each Committee addresses a specific thematic area. The General Assembly Economic and Financial Committee (Second Committee) drafts proposals, prepares recommendations, and reports back to the Main Committee of the General Assembly.

The Second Committee addresses issues related to financing for development, information and communication technology, macroeconomic policy, globalization and interdependence, and poverty eradication. The work of the Second Committee involves other United Nations development bodies, such as the Economic and Social Council (ECOSOC), the United Nations Conference on Trade and Development (UNCTAD), and the World Trade Organization (WTO).

Promoting Decent Work and Economic Opportunity for Youth

The United Nations considers decent work – work that is safe, pays well, and treats people fairly – to be a fundamental right. However, youth between the ages of 15 – 24 often do not enjoy this right because of limited employment opportunities and a lack of education and job training. The continued absence of decent work opportunities and sufficient investments for youth lead to an erosion of the basic social contract underlying democratic societies: that all must share in progress. While youth unemployment and underemployment are global issues, they are especially difficult in developing countries, where almost 90% of the world’s young people live. Youth unemployment is growing most drastically in the Middle East, where almost half of young women (42.5%) are not employed. Youth with disabilities, or youth in places with conflict or warfare, face even more challenges. Without decent economic opportunities, young people are sometimes forced to make difficult or dangerous choices to provide for themselves and their families.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. It was established by Maurice Strong, its first director, after the United Nations Conference on the Human Environment in Stockholm in June 1972.

Its mission is to provide leadership and encourage partnership in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. Its mandate is to provide leadership, deliver science and develop solutions on a wide range of issues, including climate change, the management of marine and terrestrial ecosystems, and green economic development. The organization also develops international environmental agreements; publishes and promotes environmental science and helps national governments achieve environmental targets.

Promoting Sustainability and Resilience of Canals

With the continuous growth of the global population and urbanization levels, the demand for water resources is increasing. However, the actions taken by countries around the world currently fall far short of meeting the requirements for the sustainable development of water resources. It is estimated that global water demand will increase by 55% by 2050. If the current trend continues without intensifying efforts toward the 2030 sustainable development goals, it is projected that two-thirds of the world’s population could potentially live in water-stressed countries by 2025.

Furthermore, a more concerning issue is the state of wastewater treatment in countries. Currently, over 80% of wastewater is discharged without proper treatment. Additionally, water-related disasters have the greatest economic and social impact among all-natural disasters. Since the original Rio Earth Summit in 1992, floods, droughts, and storms have affected 4.2 billion people, accounting for over 90% of those affected by disasters and causing $1.3 trillion in damages, more than half of all losses from natural disasters.

Fortunately, canals can play a crucial role in addressing this problem. Canals serve as important waterway infrastructures that not only facilitate international trade and economic development but also provide irrigation and freshwater supply, as well as convenience for water transportation. Incomplete statistics show that there are currently over 500 canals worldwide, flowing through more than 3,000 cities and providing agricultural, industrial, and domestic water to tens of thousands of towns. Canals play an irreplaceable role in supporting irrigation and drainage, promoting tourism and trade, and protecting the ecological environment while working towards the achievement of the United Nations’ 2030 sustainable development goals.

In 1946, United Nations International Children’s Emergency Fund (UNICEF) was established as an organization to provide relief and assistance to European child refugees that were devastated by World War II. The mandate of UNICEF was to help children and young people whose lives and futures were at risk – no matter what role their country had played in the war. Due to its initial success, the member states and UNICEF leadership pleaded for this temporary fund to remain. Then in 1953, the General Assembly officially resolved to switch it from an Emergency Fund to a permanent Specialized Agency in terms of sections 57 and 63 of the Charter of the United Nations (1945), officially named as United Nations Children’s Fund. In the past 75 years, UNICEF has been working in the world’s toughest places to reach the most disadvantaged children and adolescents – and to protect the rights of every child, everywhere. Across more than 190 countries and territories, UNICEF promises to do whatever it takes to help children survive, thrive, and fulfill their potential, from early childhood through adolescence.

UNICEF insists and believes that the survival, protection, and development of children are universal development imperatives that are integral to human progress and works with all its partners towards the attainment of the sustainable human development goals adopted by the world community and the realization of the vision of peace and social progress enshrined in the Charter of the United Nations.

Removing Barriers to Building Child-Friendly Cities

"Child-friendly city" means a city, town, community, or any system of local government committed to the realization of the rights of the child under the Convention on the Rights of the Child. In these cities or communities, children's voices, needs, priorities and rights are an integral part of local public policy, process, and decision-making. 

So far, although urban residents on average enjoy better access to services and opportunities, a substantial part of the urban population is being left behind, particularly the vulnerable groups with physical, mental, or social disadvantages. These children are short in their learning and healthcare access. However, the COVID-19 pandemic has exacerbated this situation. Additionally, while advancing the progress of the whole human society, the rapid development of cities has greatly changed the environment for children to grow up. It is estimated that by 2050, about 70% of the world's population will live in cities, most of which are under the age of 18. There are many contradictions between the development of cities and children: High-rise and high-density urban development squeezes children's public activity space such as outdoor playgrounds and green space; Excessive urban development and construction bring air pollution and other public health crises and so on.

Therefore, how to achieve the vision of UNICEF's Child-Friendly Cities Initiative (CFCI) that "every child and youth can have a happy childhood and youth, enjoy their rights equally and realize their full potential in their respective cities and communities" and remove obstacles to building child-friendly cities needs to be discussed by adolescences.

粮食及农业组织（粮农组织）是引领国际消除饥饿的联合国专门机构。

1945年，粮农组织正式建立，粮农组织第一届大会在加拿大魁北克举行，确立了粮农组织作为联合国专门机构的地位。1946年粮食紧急问题特别会议召开，此次会议有70个国家政府参与，是粮农组织首次大规模且意图宏伟的项目，提出数据证实饥饿发生率，呼吁大家团结起来消除饥饿。粮农组织时任总干事约翰·博伊德·奥尔作勋爵提议粮农组织负责为抵御危机筹措资源。粮农组织自成立以来的第一项任务是开展一项调查，以便更好地了解世界营养状况。粮农组织首次世界粮食调查基于坚实的科学证据，提供了对粮食状况的全面介绍，证实了人们长期以来的认识：饥饿和营养不良广泛肆虐。尽管相对于今天的标准而言，此次调查并非准确，但是这份调查涉及到70多个国家，是为分析世界粮食状况作出的一次开创性的努力。

粮农组织的目标是实现所有人的粮食安全，确保人们能够定期获得充足的优质食物，拥有积极健康的生活。联合国粮农组织有着195名成员，包括194个成员国及欧盟，在全世界超过130个国家开展工作。
