“扬”帆梦想·“联”结世界——2023夏第三届运河城市模拟联合国大会是在中国驻纽约总领事馆的特别支持下，给全球优秀中小学生提供交流切磋的机会及充分展示自己的舞台，同时培养学生思考和解决问题能力，提升学生国际视野和综合竞争力，为立志于从事外交事业的国际青少年提供平台与机遇。本次大会面向全球招收中小学生，以学校为单位组织报名。每位参赛代表将代表不同的国家，分散到相应难度的委员会中，讨论国际热门议题。

In 1946, United Nations International Children’s Emergency Fund (UNICEF) was established as an organization to provide relief and assistance to European child refugees that were devastated by World War II. The mandate of UNICEF was to help children and young people whose lives and futures were at risk – no matter what role their country had played in the war. Due to its initial success, the member states and UNICEF leadership pleaded for this temporary fund to remain. Then in 1953, the General Assembly officially resolved to switch it from an Emergency Fund to a permanent Specialized Agency in terms of sections 57 and 63 of the Charter of the United Nations (1945), officially named as United Nations Children’s Fund. In the past 75 years, UNICEF has been working in the world’s toughest places to reach the most disadvantaged children and adolescents – and to protect the rights of every child, everywhere. Across more than 190 countries and territories, UNICEF promises to do whatever it takes to help children survive, thrive, and fulfill their potential, from early childhood through adolescence.
Removing Barriers to Building Child-Friendly Cities
"Child-friendly city" means a city, town, community, or any system of local government committed to the realization of the rights of the child under the Convention on the Rights of the Child. In these cities or communities, children's voices, needs, priorities and rights are an integral part of local public policy, process, and decision-making.
So far, although urban residents on average enjoy better access to services and opportunities, a substantial part of the urban population is being left behind, particularly the vulnerable groups with physical, mental, or social disadvantages. These children are short in their learning and healthcare access. However, the COVID-19 pandemic has exacerbated this situation. Additionally, while advancing the progress of the whole human society, the rapid development of cities has greatly changed the environment for children to grow up. It is estimated that by 2050, about 70% of the world's population will live in cities, most of which are under the age of 18. There are many contradictions between the development of cities and children: High-rise and high-density urban development squeezes children's public activity space such as outdoor playgrounds and green space; Excessive urban development and construction bring air pollution and other public health crises and so on.
Therefore, how to achieve the vision of UNICEF's Child-Friendly Cities Initiative (CFCI) that "every child and youth can have a happy childhood and youth, enjoy their rights equally and realize their full potential in their respective cities and communities" and remove obstacles to building child-friendly cities needs to be discussed by adolescences.

The United Nations Environment Program (UNEP) is an organization dependent on the United Nations (UN), created in 1972, to coordinate the activities of the UN in the field of the environment， as well as assist countries in the implementation of environmental policies. Since the notion of sustainable development was forged in Brundtland's report in 1987, UNEP has sought to integrate environmental issues into more global policies of sustainable development. UNEP promotes international cooperation on environmental issues, provides guidance to UN organizations, and, through its scientific advisory groups, encourages the international scientific community to participate in formulating policy for many of the UN’s environmental projects. As the first UN organization based in a developing country, headquartered in Nairobi, Kenya, Africa, UNEP has encouraged the participation of the private sector to promote the sustainable use of the world’s natural resources. UNEP has divided its work into seven broad subject areas: climate change, disasters and conflicts, ecosystem management, environmental governance, chemicals and wastes, resource efficiency, and the environment under consideration. In all such work, UNEP has maintained an overall commitment to sustainable development and worked closely with Member States and representatives of civil society, business, and other major groups and stakeholders. UNEP is constantly looking for new ways to use partnerships to advance sustainable development.
Mitigating Climate Change by Reducing Carbon Emissions
In recent years, global carbon emissions have continued to increase, resulting in increasingly serious climate change. According to data released by the United Nations, global carbon emissions reached 739 trillion tons in 2021, an increase of 3.2 percent from 2019. Fossil fuels remain the main contributor to the increase in carbon emissions, accounting for about 80 percent of the global total. United Nations Intergovernmental Panel on Climate Change (IPCC) has recommended that global carbon emissions need to peak before 2030 and be reduced as quickly as possible. This time we focus on reducing carbon emission by realizing energy transition and promoting fair global carbon emission responsibility. As global carbon emissions continue to increase, we need to take more active measures to control carbon emissions and protect the ecological environment of the Earth. We look forward to all delegates’ brilliant ideas on this topic with your full preparation and high enthusiasm.

The United Nations High Commissioner for Refugees (UNHCR) is a UN agency mandated to aid and protect refugees, forcibly displaced communities, and stateless people, and to assist in their voluntary repatriation, local integration, or resettlement to a third country. It is headquartered in Geneva, Switzerland, with over 18,800 staff working in 137 countries as of 31 December 2021.
United Nations High Commissioner for Refugees has been protecting people forced to flee conflict and persecution for over 70 years. The agency’s mandate is to provide, on a non-political and humanitarian basis, international protection to refugees and to seek permanent solutions for them. The agency is committed to actions including the provision of protection, shelter, healthcare, and emergency relief, assistance in resettlement and repatriation, and advocation for national and multilateral policies on behalf of refugees.
Under the United Nations Declaration of Human Rights, every individual has the right to seek and enjoy in other countries asylum from persecution. It is every nation’s responsibility to strive to promote respect for the right and secure its effective recognition. However, asylum and refugee systems in host countries are often inadequate to rebuild the lives of those displaced. By the end of 2021, the highest record of more than 89.3 million people worldwide (including 4.6 million asylum seekers) was forcibly displaced as a result of persecution, continuing conflict, violence, human rights violations, or events seriously disturbing public order.
By implementing measures to eradicate border discrimination and human trafficking, improving the efficiency of asylum processes, and developing effective reactions to emergencies, the international system could make progress in ensuring the safety of asylum seekers and rebuild their lives in the future.

粮食及农业组织（粮农组织）是引领国际消除饥饿的联合国专门机构。
1945年，粮农组织正式建立，粮农组织第一届大会在加拿大魁北克举行，确立了粮农组织作为联合国专门机构的地位。1946年粮食紧急问题特别会议召开，此次会议有70个国家政府参与，是粮农组织首次大规模且意图宏伟的项目，提出数据证实饥饿发生率，呼吁大家团结起来消除饥饿。粮农组织时任总干事约翰·博伊德·奥尔作勋爵提议粮农组织负责为抵御危机筹措资源。粮农组织自成立以来的第一项任务是开展一项调查，以便更好地了解世界营养状况。粮农组织首次世界粮食调查基于坚实的科学证据，提供了对粮食状况的全面介绍，证实了人们长期以来的认识：饥饿和营养不良广泛肆虐。尽管相对于今天的标准而言，此次调查并非准确，但是这份调查涉及到70多个国家，是为分析世界粮食状况作出的一次开创性的努力。
粮农组织的目标是实现所有人的粮食安全，确保人们能够定期获得充足的优质食物，拥有积极健康的生活。联合国粮农组织有着195名成员，包括194个成员国及欧盟，在全世界超过130个国家开展工作。

作为旅游领域的领先国际组织，联合国世界旅游组织促进旅游业作为经济增长、包容性发展和环境可持续性的驱动力，并为该行业提供领导和支持，以推进全球知识和旅游政策。
联合国于可持续发展目标(SDGs)第11条 “建设包容、安全、有抵御灾害能力和可持续的城市和人类住” 中，于第11.4款提出进一步努力保护和捍卫世界文化和自然遗产，体现出城市建设之中世界文化与自然遗产的重要性。
可持续旅游业发展准则和管理做法适用于各类目的地的所有形式的旅游业，包括大众旅游和各种特殊旅游部门。可持续性原则是指旅游业发展的环境、经济和社会文化方面，必须在这三个方面之间建立适当的平衡，以保证其长期可持续性。因此，可持续旅游业应：
最佳利用构成旅游业发展关键要素的环境资源，维持必要的生态过程，帮助保护自然遗产和生物多样性。
尊重东道社区的社会文化真实性，保护其建筑和活的文化遗产和传统价值观，并促进文化间的理解和宽容。
确保可行的长期经济运作，向所有利益攸关者提供公平分配的社会经济效益，包括稳定的就业和创收机会以及向东道社区提供的社会服务，并为减贫做出贡献。
可持续旅游业发展需要所有相关利益攸关者的知情参与，以及强有力的政治领导，以确保广泛参与和建立共识。实现可持续旅游业是一个持续的过程，需要不断监测影响，必要时采取必要的预防和/或纠正措施。可持续旅游业还应保持高水平的游客满意度，并确保为游客提供有意义的体验，提高他们对可持续性问题的认识，并在他们中推广可持续旅游实践。
